Carrier’s Carrier

A telecommunications provider that primarily provides B2B services to other carriers is classified as a carrier's carrier. Carrier's carrier companies offer transmission, data transport, voice and other services on a wholesale basis to other carriers for resale to end customers or further resale to downstream service providers. 

The FCC's regulations governing the relationships between carriers supplying telecommunications inputs and the downstream carriers purchasing and reselling the inputs are complex and highly consequential, if you fail to adopt reasonable measures to ensure compliance.
