Linda McReynolds is Of Counsel to the firm, practicing primarily in the areas of privacy and telecommunications law.  Ms. McReynolds is a Certified Information Privacy Professional (CIPP/US).   

As a privacy attorney, she has advised clients on a wide range of privacy and data security matters, including
compliance with the FCC’s CPNI rules, the Gramm-Leach-Bliley Act (GLBA), Health Insurance Portability and
Accountability Act (HIPAA), Fair Credit Reporting Act (FCRA), Federal Trade Commission (FTC) Act, and state privacy and data security laws.  She also advises clients on consumer protections laws, such as the Telephone Consumer Protection Act (TCPA) and the Telemarketing Sales Rule (TSR) and similar state consumer protection laws.

As a regular part of her practice, Ms. McReynolds

  • drafts consumer-facing privacy notices and terms of use for websites and mobile apps
  • assists clients in responding to data security incidents, analyzing state and federal breach notification obligations
  • develops internal corporate privacy and data security compliance programs, including
    policies/procedures and training materials, and conducts privacy training sessions, particularly in the area of the FCC’s CPNI rules
  • advises on cross-border data transfers, including compliance with European Union and
    other international data protection laws
  • drafts and negotiates commercial agreements involving the transfer, use, and protection of personal information

As regulatory counsel, Ms. McReynolds regularly defends clients in investigations and audits by the FCC’s Enforcement Bureau and the Universal Service Administrative Company (USAC). Ms. McReynolds assists telecommunications service providers and equipment manufacturers with the development and implementation of compliance practices and strategies on matters related to disability rights laws, the Communications Assistance for Law Enforcement Act (CALEA), the FCC’s CPNI rules, E911, Telecommunications Relay Services (TRS), Voice over Internet Protocol (VoIP) policy, and regulatory taxation and assessment matters. 

Additional Information

Ms. McReynolds received a Bachelor of Journalism and a Bachelor of Arts in French, with honors, from the University of Missouri in 1993. In 1997, she earned her J.D. from the University of Michigan Law School, where she was the Editor in Chief of the University of Michigan Journal of Law Reform.

Ms. McReynolds is a member of the District of Columbia and Missouri bars. She belongs to the Federal Communications Bar Association.
